"We dont have any pokestops around here please help"

Is it or is it not abuse everytime a supportive description says we dontvhave anybpokestops around here? due to the supportive description saying things like this? In ineligible section by Niantic it says,"Locations that are intentionally and strategically placed to provide advantage to a single player or collective group."

Its not abuse, abuse would be when the submitter "forces" you to accept or asks for better ratings. Its only a waist of symbols in the extra information you could have used for useful information.
Take a look at this discussion :
Abusive behavior would be as an example to ask for a specific rating like "this is a 5* nomination" ; "please rate 5*"
People asking for more pokestop are just wasting their chance to explain why this nomination would fit criterias, but it's not abusive.
Otherwise, rate the nomination according to criterias. If it's eligible, acceptable and doesn't fit rejection criterias, there is no reason to reject.

e.g. misplaced for PGO s2 cell system or the minimal distance of 20m between existing POIs.
97% of all nominations ive had say this in supportive description. i feel like im going nuts because most of them were ineligible anyways. its sad because usually those same nominations show a church nearby on the map without a waypoint...if only they knew.
