Apartment complex entrance signs

usually made out of some rock with the apartment name. Usually they dont have safe pedestrian access, but i have been seeing alot in mass amounts recently. Are these something I should rate 5*? Theres nothing special about them and usually not where anyone should be want stand when vehicles may be traveling in and out. ive been marking 1* for ped access am I right or wrong because im getting gifts from apartment sign waypoints.

They are pretty generic, 1* -> Mass produced, not visually unique
Thats wgat ive been doing but im concerned because im getting gifts from alot of them which means they are being voted up so i would like a straight yes or no for this from niantic.

Don't rely on existing wayspot to determine eligibility, criterias can/will change over time.

Some have made it through. It happens.
When I see an apartment complex/neighborhood sign:
It's not a good place for exercising, or socializing.
It MIGHT be a good place for exploration if it's a really cool sculpture, maybe has a pond or other water feature. That would be the only scenario that I wouldn't 1* it, and after that, it also needs to not hit any rejection criteria based on its location.
They are generally generic and hold no value so a 1*
