Do you have any official comments or instructions from Niantic on the picture drawn on the shutter?
It's this kind of submission.

The overall surroundings is required to better assess this (if it's something on PRP).
Otherwise, this kind of drawing looks like made with a stencil, which is not the best example of art.
About stencils :
This has come up sever times in the past, but shutter art is eligible so long as it also meets the acceptance criteria and doesn't meet any of the rejection criteria. Note that it doesn't need to be viable at all times of the day nor is it temporary simply because the shutter is raised during business hours.
In Spain, this is super typical. Many businessed have persianas over wi does or has doors.
When the painting looks like specifically created art/grafitti that will not be removed by the business owner, I pass it.
