Why I need to do wayfarer training again!

I've been reviewing nominations longtime before Ingress prime was released based on the OPR test, I successfully reviewed 1000's.
Then Wayfarer came and I did the training again but the motivation for reviewing was low (mainly because of the massive number of accounts that were pushed to review by limited number of persons in my region that accept and reject where their benifits are. Out of frustration me and others halt reviewing).
Now I came back to review and was surprised of asking me to go through training AGAIN!
My questions are, why I need to go through training again? And shell I be expecting this more often?

What is your last review rating? If it's poor then you'll have a chance to do this test again.
