Nominations part of pre-existing POI

I'm seeing an increase in nominations like this: people suggest things like statues and plaques that would definitely qualify as a POI in their own right. The problem is, they are part of a pre-existing POI ie. a plaque to fallen soldiers on the wall of a church. I've been refusing them as duplicates but I wanted to hear from the community here, too. What do you think?

    Duplicate for the most part. However, I am wary of my rating being impacted if everybody else votes "yes" and I vote "no". If something could be a POI in it's own right, there are some occasions where I say "Yes" by know that the Waypoint is not going to ever appear because of the proximity to an existing spot.

    I would suspect most of these are submitted by newly allowed players who have neither read or understook the Guidelines or understand anything about existing POIs / Ingress / Cells / action radii from existing waypoints. Because at least 1 game "rewards" players for creating new stops, there is a constant search for "mOar" waypoints in some areas.

    Could you clarify your example a little?

    A plaque on the side of a church that is not directly representative of the church could be considered eligible on its own, provided it is "interesting" enough of a candidate.

    If it's for a distinct feature, I'm inclined to accept these. If the plaque is for the church, it's a duplicate of the church. If the plaque is on the church, but not for the church, I could accept it, but I'd need specific examples to provide more accurate guidance.

    The one I was mentioning was like this: a church, already POI in game. Player submits a plaque reporting the names of fallen WWII soldiers, who were citizens of that town. The plaque is on the exterior wall of the church itself.

    other things I've seen: a stone cross with the name of a bishop, attached to a bell tower (bell tower is a POI); a fountain, in front of a large congress center which is a POI and the pciture includes the fountain; A marbel plaque sign for a square, on the pedestal of a large monument; etc.

    Keep in mind if the church already has a poi and you submit a plaque thats on the church the 20m distance wouldnt allow the newest one in the game. So to me it would be a waste of time
