I'm a bit baffled why this was removed, since there's a foot/cycle path literally within spitting distance.

This is a total valid portal. An ugly new design art! With walking path. Perfect portal to be honest. There is no reason to remove it.
If this is not a valid portal, then 50% of all portals should be removed.

Remember that you need a solid proof why this Wayspot should be restored. Just being liked by 10 accounts and/or these accounts saying without any proofs won't affect Niantic's decision.
Anyway, if that grey path behind the Wayspot is really a walking path, then this Wayspot has a chance to getting restored, despite it's at the side of the high road.
Well...not all players are active in discussion of portal submissions og removals... I think this is one of the first times that portal has been removed in our area without any explanations and without a reason. You're welcome to check out our profiles - all high level agents with many years of playing.
If every portal that's located by the road should be removed then you could clear half of all the portals in the world... If there is a clear passage and both walking and bike path right next to it...a road (specially with 60m speed limit) should not be reason to remove it.
I've never been to Iceland (sadly), but what I can see on street View makes it perfectly clear to me that this has safe pedestrian access. The path next to it has no indication of being a bicycle-only path, it's perfectly consistent with what a footpath should look like. Actually, if you move a bit to the WEst on Street View (near 64.12602347716937, -21.856534113018803), you can see someone jogging on this exact path.
This wayspot should definitely be reinstated in my opinion.

The only reason that I think about why it might have been removed is that someone on the city administration asked for removal of the object itself got physically removed (both are quite unlikely but if this is the case, you won't have a chance of getting it back)
I plan to take proper pictures of the area later today, it was too dark this morning. Hopefully that will make sufficient proof of portal existence
If the city asked for its removal, it is probably because people were stopping on the exit ramp to interact with the Wayspot, which is something you are not suppose to do.
Hopefully these pictures are enough proofs.
On the screenshot I'm standing at the statue.
At the right on the picture there's 2 lanes, one is for cycling and the other is walking path.
The portal is back online!

It looks like the POI got deleted because it has no safe pedestrian access (what I could understand here).
Compared to the beginning of the discussion and the Streetview/photosphere, the location looks way different. The little path behind the sculpture got removed, so the possibility to reach the POI safely doesn't exist anymore.
Those were only speculations, at least I understood it that way.
There has been "constructions" in the area (adding special bicycle lane beside the walking path and sound barrier) but my latest pictures show how the area looks like now and it is totally safe to access the POI so I'm glad things are correct now.
Appeal Accepted - Thanks for the appeal, Agent. We gave this a second look and after reviewing the additional evidence provided, we've decided to restore the Portal in question.
