Nomination Photo and supportive photo missing

I just got a nomination without a photo or supportive photo. The google view doesnt show a free library but does appear to be a private home so I will mark it as such, but this was an odd nomination since no pictures were uploaded at all and Im not sure if it was a bug or nominees mistake. the main photo also appeared this way with niantic template
