The wayspot ФЛЦ is a commemorative plaque that marks a historical building of a foundry of Dneprovsk Metallurgical Plant (DMZ) which was founded in 1894 and still works.
The wayspot meets all the acceptance criteria. This historic plaque is a great place for exploration with free pedestrian access for more than 4,000 employees and visitors.
The valid Wayspot ФЛЦ was removed for unknown reasons so a few days ago I created this photo sphere to prove that the wayspot still exists and its location is accurate:
So, I ask you to restore this removed wayspot.

I don’t see this subject in rules.
But what speaks against it? I see that as legitimate.
A POI counts as eligible if one human can reach it safely one time in a year. As long as it is accessible for an employee, its eligible.

Not true. They are only invalid if an emplyee spending their breaktime there would interfere with the operation of the plant. If it is in the parking lot, office building, or any other area that is clearly intended for loitering, then it is valid.
The guidelines do state "This includes anywhere that may interfere with the operations of fire stations, police stations, hospitals, military bases, industrial sites, power plants, or air traffic control towers.
while true... most industrial sites like (petro)chemical plant, forges, steel mills,... do NOT allow the use of phones on the grounds for safety reasons.
I've been to these kinds of sites multiple times and most safety officers open with that warning.
Only authorised personel would be allowed a mobile phone to be active.

where do you see complicate work?
Most of these locations (at least in Belgium) just don't allow cell phone usage for safety reasons.
And this does not seem like an area for recreation and loitering.
so if it's not an allowed area... it will be interfering with operations.
It doesn't matter whether you are allowed to use the cell phone or whether you are allowed to take photos. The only important thing is that there is someone who has access and access is safe and, as you already said, no emergency services are hindered. I don't see any problem with this wayspot and I don't understand Niantic's decision.

furthermore.... why need a poi if you wouldn't be allowed to use it.
What i'm seeing is a res operative who wants "secure anchors" within a industrial area to gain strategic advantage.
I would deem this "valid" when it would be a lunch area, breakroom, public parking lot (like thefarix suggested) but this is interfering with operations. It's in the middle of freight tracks.
I am not interested in whether a POI can be used or whether you can interact, because in my opinion that should not be a criterion for a sight. For me it's a database of sights regardless of the games.
I think you should be able to easily disable wayspots - visible but unable to interact. But that's just wishful thinking on my part.
