I guess the portal have been removed sice it's in a closed restricted industrial area. But it still meets the critiria.

How does “publicly accessible” apply to locations that have limited access, like members-only clubs, gated communities, time-restricted areas?
Just like with the definition of private residential property, this guideline hasn’t changed. These locations would still be eligible, including restricted areas on the grounds of a company’s headquarters or behind locked gates so long as there wouldn’t be objections to you entering the area and the location is accessible to some folks. We do not expect all players to have access to all locations but we strongly recommend following real-world rules while attempting to access locations.

This portal has been removed 3 times already - the last two times by request of the owner of the property (Novo) who got tired of people asking to pass enter through the guarded gates to the facitity.

And have passed though wayfarer, just as many times (And fairly fast)
Im sure that Niantic would have locked the area, if they have made a Company complain about it (Just like in Tivoli) And removed all portals from there areas (Bagsværd and måløv)
Since its not a gym (In Pokemon go) but only a pokestop, it can’t be overcrowded by people. And if this kind of portal should be invalid, they should rework the rules and remove all Portals matching this kind (Since its not the only one, both sides have them)
The portal is only placed there to provide an advantage to people working there. Clearly not in the spirit of the game.
Abusive location
Locations that are intentionally and strategically placed to provide advantage to a single player or collective group.
Abusive location is for when a nominator intentionally places a Wayspot away from the physical object in order for it to appear in a specific game (due to spacing algorithms). It has nothing to do with pedestrian or public access.
Can you explain what “providing an advantage to a single player/collective group” means?
We definitely understand that there are some strategically placed Wayspots that are critical for competitive play in Niantic apps, including areas that have restricted or limited access. This doesn’t apply to those locations. This guideline is about curbing abuse by Explorers who are attempting to make their Niantic app of choice easier to play by submitting fake or misleading nominations. In general, follow the criteria and help your fellow player explore interesting real-world locations in your cities and you should be fine.
