A sign refused as a living animal

Please help me to understand why this was refused and how to improve it.
Description
I'm very upset with this rejection because the email said it was refused because it's a living animal.
Looooooooooool???? That's a joke???? How could a sign could be refused because of being a living animal??????????????????????
@NianticCasey-ING : Niantic should really do something for these kind of false rejection. Two false rejection in the same day. This one and an the other was a trail marker, rejected because people thought a trail marker is not permanent and a sensible place...

Sorry i dont speak french, what is the sign for? And what criteria would you say it falls under
The sign indicate an important historical place of my village. It’s also a place where many trails pass and a place where we can meet other people of the village.
there is also a bridge .
A bridge doesn’t make it eligible, and if its not an actual trail marker it wouldnt be eligible based off that. But if its a sign for a historical place that should be eligible
Trail marker are refused too (and there is one trail marker a few meter away from the sign i suggest): an other submission i suggest trail marker and they are refused for the reason "Emplacement sensible" (like a cemetry)
I wonder if for this one if i suggest it without speaking of the bridge, if it would have a better chance to be accepted?
I would focus more on the historical aspect of what ever the sign represents...
Ok, i'll try, thank you
