Is it visible in street view?
In the additional information remove all the Pokemon/pokestop references. No one cares about them, focus instead of the fact that this is no longer used for new burials and it has a high historical value.
"Historical Civil War cemetary, no longer in use for burials." The sign is not very informative about this being an historical site so link to a a website with details.
Whether or not you have any pokestops nearby is irrelevant and saying so only annoys reviewers. Don't mention this.
Honestly, this looks just like every other small graveyard scattered throughout West Virginia. Find better things to nominate, such as churches and local parks. Also, go to your county seat in Martinsburg, which is a roughly 14 minute drive.
Not everywhere is conducive to walking. And since you live in West Virginia, you should be very much use to driving somewhere to get anywhere. I don't know how many times I traveled an hour to go to Beckley or Princeton just to grind out my levels in Ingress. And then there was the event when I traveled to Charleston and Huntington just to get as many uniques as I could for the event badge. Traveling is very much a way of life in West Virginia.

I find going to historical Grave Yards, an excellent form of exploration it is the best way to find out about the history of the people who lived there, there is always something to discover and learn. I believe it covers the walking component of the mission statement by Niantic. I wouldn't do a current in use grave yard, but where I live they have 4 different sections of the grave yard and I often explore the Historical grave stones, having someone say your name after you have passed is a way for you to be remembered even if that person didn't know you. Most historical grave yards have historical records that are fantastic to investigate you can investigate family members, cause of **** and a little bit about the persons life. So I think there needs to be a section for Historical grave yards.

Yes, every cemetery is culturally significant as it's part of our culture to respect and remember our deceased ones.
