Photo taken too faraway from object

Hello. Since cases like this are very common in my area, better I'll ask this:
The two photos shown the dome part of the mosque, but the photo was taken too faraway from the mosque. There are more cases like these, while some have their marker correctly located, others have misplaced marker, most likely the marker was set somewhere far from the object or even to submitter's house.
While those with misplaced marker should be rejected with "misplaced location" reason, or just suggest to the most accurate location, my questions:
1. Should these kinds of photos acceptable?
2. If these photos aren't acceptable at all, which rejection reason should I pick, even the marker are correctly placed?

Poor quality photo.
I'd say those are poor quality photos since you can't really tell from looking at them what the nomination is supposed to be.
