Local guide center hand-painted town maps?

I've had this rejected twice, both times for "The real-world location of the nomination appears to have explicit or inappropriate activity" so I'm really kind of confused what's wrong with it.
The title is "Hand-made guidance map of Oizumigakuen" and the description is just the sign maker who created the map.
Now, I realize that a town map is not the same as a park map, but this is clearly aimed at people walking around and visiting local shops. The location is on the wall next to a large bus stop (the kind with several benches and a roof). It's also very unique and one-of-a-kind, in a way that's pretty artistic to me as well. I've never seen another map painted on a reflective silver background like this anywhere else.
So what exactly is going on that is "explicit or inappropriate" here?

Is this the only rejection reason you got or there were some more?
Looking only at photo and this rejection reason alone, my fist thought is that it's placed on a builing that might have some inappropriate buisness or something like that, for example liquir store, some adult shop, casino, building associated with weapon or any other explicit buisness. Show us your full nomination, only then we can understand why could you get these rejection reasons :)
I have checked the Google map. The building is a bus stop, so I think the rejection reason is not the real reason.

A lot of reviewers choose a random rejection reason if they don’t like a nomination. I guess the real reason is advertisements. The business names and the phone numbers led to the rejection.
However, advertisements are not in the rejection criteria. Several examples in the eligibility criteria are related to business. As a result, if a business-related nomination meets the criteria (e.g., artistic merits, useful information), it should be eligible.
I understand that business-related nominations are hard to get accepted. I have seen a fine mural get rejected many times because it promotes a business. I would accept this map. Maybe it will get accepted if you try several times.
By the way, as far as I know, people in Japan tend to be strict in rating. Maybe it is also a reason for the rejection.

The supplemental text only says "This seems rare in modern times. An interesting handwritten map." more or less.
The location is around 35.75183640375635, 139.58572715598467 if you want to look it up on Google Maps / Street View. The wall behind the sidewalk is actually the wall of the bus garage where they fix or park some city buses. If you check down street view, I think you can get a better angle into the area behind this wall. This bus stop is one of the larger / central bus stops on this side of the train station, hence the roof, big sign with the [4] on it, and all the other bus info around here. There are some other maps a little further down, but they are more of the mass-produced stuff that isn't very interesting.

Yes, unfortunately, this might be the case. I've had 4 or 5 pretty good nominations now, where most everybody here says they'd accept it, and just try again. Every time, I end up upgrading the same thing 3, 4, 5, 6 times and it gets rejected over and over.
Meanwhile, look at the kind of stuff people DO accept in Japan...

Assuming that there are not hundreds of the same manhole covers, I think they are pretty good. There is no such an interesting manhole cover in Taiwan.
Surely, safe pedestrian access would be a concern.
Every city might have some different manhole cover, but within each city, there are hundreds of the exact same thing. And yeah, they're in the middle of the street where cars drive. Not on the sidewalk or anything.
In some really touristy areas, there are full color painted manhole covers with city mascots or some anime girl, and these are in large parks or places where people should be walking, not cars. I'm sure it's because of these good nominations that now every single mass produced manhole cover gets nominated and accepted now.
I get it. Then it is clear that those manhole covers are ineligible. It is frustrating that a lot of reviewers didn’t follow the criteria.
