Hey I keep coming across Pet rescues and pet adoption agencies as nominations when reviewing. Is this a gray area or a straight 1*?

There is no instant 1* generic business anymore, it all depends on the individual business and the submission information provided.
Are the individual places important to the local community, are they a hub for local events, do they provide tours etc etc etc.
