Probably reviewer slipped and hit wrong reason or just picked a bogus excuse. The stands aren't very exciting, though. Why not just nominate the field?
Wrong rejection reasons, thats true. Thats a 1* doesnt meet criteria. Nothing special, not a great place for exploration. Id also rather submit the athletic field.
The "accident" explanation doesn't work with rejections for abuse, though. Since those require manually written reasons before submitting, so it must be intentional.
I agree the stands were probably not the best use of a nomination. Assuming the field is already a stop the only thing I see in the photo that might pass would be the field house if it has been dedicated to someone, same thing may apply to what looks like a concession stand.

They tend to click whatever to get to the next nomination quickly. They probably have a go to set of rejection reasons or as you mentioned, they just like to mess with people.
I'd love to see Niantic clean up that aspect of the review process.

No, they don't require it if you select Fake nomination
Then it would say "is Fake and doesnt exist at your submitted location" or something similar in the Mail.
