My son has got a rejection email with no reason. Is this a new standard?

I suppose not, maybe niantic has to answer this question.
Unfortunately, the wayfarer community is full of toxic people now.
Also not a standard.
That just means the rejectors picked ‘doesn’t meet criteria’ as the reason and not anything more specific.
Inaccurate, picking this results in getting "Nomination does not meet acceptance criteria" in the rejection email.
