Make new wayspot nominations "saveable"?

Apologies if this has been brought up before - I could not find anything addressing this.
In Pokémon GO, one can scan a PokéStop and wait until later (when one is on WiFi) to submit it. However, any new PokéStop nominations have to be submitted right away, or else you effectively lose access to the game until you get back to WiFi and can finally submit. I just spent over a half an hour trying over and over again while I walked home from my potential nomination to submit it. Meanwhile I walked past untold PokéStops and Pokémon, unable to do anything else in the game. Every single time I tried to submit, I got a message saying the game had timed out. I could not just save my nomination, and choose to submit it when I got back to WiFi. My only options were "Back" (to edit my entry) or "Submit". I did finally submit it once I was home and on WiFi, but all that potential game time was wasted.
Is there a valid reason we cannot "Save" our nomination to submit when we can do so without using mobile data?

I'm fairly sure there was an announcement that this was a planned feature with a "coming soon" attached. What I'd like added to that is the ability to submit remotely using our own photos like can be done in Ingress. So we'll have to wait and see.

Have a level 10 ING ING account and you wont have this problem anymore.
I can understand the wish but I got big doubts on it since you can abuse with this even more. PGO keeps on crashing when trying to make photos so ING is way better for this. Also, I am currently playing ING more than PGO, even though I only started playing it because of WF. But now I am happy that I started playing it.
