Moving “in queue” to “in voting” once “upgrade next” is selected

It’s happened three times now in the last month.
I select “upgrade next” for a nomination that, of course, is still in queue.
Several days go by and while the upgrade is getting closer, the nomination is still in queue.
Then, on the day the upgrade is applied, within hours (2-6 hours from what I’ve observed with mine), the nomination is rejected—and for bizarre, inaccurate reasons (live animal, abuse, etc). Apparently the nomination has been in voting for a very, very short time while other nominations have been in voting for months.
I would like to see nominations that are selected for next upgrade moved to voting right away so that a few raters aren’t in control of whether a waystop is approved—or not.
Does anyone have any information on this? I wrote about this with my first rejected nomination, but it continues. I continue to waste precious upgrades in the meantime.
Also, all three nominations never show “in voting” in my account. They go from “in queue” to “not approved.”
Thanks for advice.

Upgraded nominations are exposed to a much larger pool of reviewers so a determination is generally reached a lot quicker.
