Are transitions from "In Queue" to "In Voting" now faster for newer POIs?

I haven't upgraded anything, but my newer nominations are getting transitioned to "In Voting" so I guess they may have started prioritizing new POIs.

no, it depends on the location of the nomination.
I got two areas in my active playing area:
25 months + prio
4-6 months prio
the ones in the faster area are entering the voting after a month, the other never without an upgrade.
