You think this is good nominations? First its club mural, because it is in private garage/power distribution, in the area, pokestops are added to graffiti on private garages.
In second this a bridge under which there are dozens of graffiti.

If the garage is associated with a home, then it would be ineligible under private residential property. If it is not associated with a home, then your nomination needs to clearly show that.
As for the graffiti under the bridge, first you need to establish that this is part of a pedestrian path or trail and is not a dried streambed or drainage ditch. Second, you have to submit a specific graffiti that isn't a mere tag. Unfortunately, what I can see are just random tags and would not qualify under street art.

Im not at all convinced that either are street art and not just graffiti so would 1* both candidates without further proof
Ruch Chorzow is a football club from a neighboring city and there are several dozen of such pokestops on graffiti with the club's coat of arms
First one I'd vote to accept, assuming the meaning behind the mural/street art/graffiti was explained.
Second one, straight 1*.
"Other stuff exists" is an extremely poor arguement to use to back up why a different nomination is eligible. There are plenty of exisitng Wayspots that were approved under different conditions or were approved mistakenly. Those don't set a precedent for new nominations.
