Portal didn't show up in Pokemon Go or Ingress - it's in empty cell S17.
How to get it in the game? It's been 8 days and I am wondering if there is an error. He is nowhere to be seen.

Then it's too close to existing POIs. The cell doesn't matter if it's closer than 20m to existing POIs.
