Automatic nomination upgrade?!?
I very purposefully never clicked 'upgrade next' on any of my nominations because I wanted to save it...then, when I finally got 100% for an upgrade, the system just went ahead and picked a nomination to upgrade. Is there some way to get my upgrade back? Or at least prevent this from happening in the future?
To make it worse, the upgraded nomination was rejected and the reasoning made no sense (It's a community walking trail/pond that I photographed on a pixel 5 in daylight and it was rejected for image quality and because the nomination appeared to be a sensitive area)
If this is just the way things work, I can definitely understand why people don't bother with doing reviews and just bulk nominate as much random **** as possible until something gets accepted.

No. Upgrades can only get stored when you don't have any pending nominations. If you then submit something, the upgrade will get used on this nomination.
Unfortunately, you can only stack upgrades if you have no active submissions. If you earn an upgrade while you have active submissions, it will be applied to whatever is assigned “Upgrade Next”. If you have nothing assigned, it applies randomly.
It’s not too bad, just requires a little planning.
If you're not planning on stacking them for later use (ie. not making any nomination proposition for quite a while), just make sure to apply the upgrade to a nomination you're confident of being approved by the community. This way it won't be automatically applied to any other proposal.
This implementation is in fact a bug. Neither the games nor the Wayfarer system are self-documented.
With the time delay inherent in receiving agreements it is all too easy to have outstanding nominations that will not be accepted if upgraded, while the individual has no control over the progress of their agreement queue.
They must come up with a shoo-in nomination and use Upgrade Next on it before the upgrade becomes available, or lose the fruits of a whole lot of work.
