Are cemeteries not valid indications?

In my area there are many cemeteries that are PokéStops in PoKémon Go and I asked for Waystop a cemetery near me 2 times and it was not accepted. Currently, cemeteries are not valid indications?

No, active cemeteries are generally considered examples of a "sensitive location". However they can still have eligible items inside and historic cemeteries can often do. It all depends on the kind of cemetery and local feeling about what is appropriate. The criteria around cemeteries may have changed because there are older waypoints at cemeteries, but current submissions for the cemetery overall are likely to be rejected.
An information signboard for a cemetery (for example talking about the history of the cemetery, notable graves, etc) would likely be a good nomination. Not the sign for the cemetery, but a signboard giving information for tourists or interested local people. Artistic monuments or statues can also be considered eligible in their own right. Historic graves of notable people can also be considered eligible, if its the sort of thing that might be included in a walking tour for tourists or something you'd point out to a visitor yourself.
Chapels or churches inside cemeteries are also good nominations as visitors to those for worship would be expected.
As per @FrealafGB-PGO, generally cemeteries and things within them are not eligible as individual gravestones and the like are too sensitive. However, the Novmeber 2020 AMA, the first AMA post refresh, introduced the following exception for cemeteries and things within them.
Private places of mourning such as individual gravestones or mausoleums are generally too sensitive to be eligible. However, any locations in cemeteries that have become public attractions are eligible. This would include memorials for famous individuals, historical chapels, and government historical markers.
Basically, if the cemetery or the things within the cemetery attract people beyond visiting a grave for quiet contemplation, then they might be eligible. Memorials for groups or famous people, historical signs/markers, trails (place marked by a marker or sign), unique architecture, statues/art, etc. are all worth considering.

The PokéStops of cemeteries in my area on PoKémon Go are from the entrances (gates) of the cemeteries and the request for Wayspot I made was also at the entrance of a cemetery.

Do not orientate your submissions off of previously accepted stops. Cemeteries are considered sensible location they are not eligible. How ever some things in the cemetery may be eligible
As I said in a previous comment, the PokéStops of cemeteries in my area on PoKémon Go are from the entrances (gates) of the cemeteries and the request for Wayspot I made was also at the entrance of a cemetery, but as you said, I must not orient my indications based on the PokéStops that already exist on Pokémon Go.
Idk what your trying to say wether you agree or not. Yes some cemetery entrances are pokestops from previously being accepted. Now they really arent eligible as I’ve said lol
