What gives with this message, it looks similar to the old end of queue messages but I thought India has a lot to review, then i found this thread that says its a 4 day cooldown. https://community.wayfarer.nianticlabs.com/discussion/12930/why-being-a-regional-niantic-wayfarer-sucks
Yesterday and today I did 138 reviews with 50-70% being in India. Have great rating too. I have gotten 4 hour cooldown message several times so i know this is different.

Not sure what happened but I checked my settings and it seems my Home location and Bonus location are not assigned, maybe they were reset? I reassigned my bonus location to India but no change in the message.
I got the same thing after I reviewed 6 nominations from India. =/
This is the 4 day cooldown. We reviewed too fast (less than 30 sec) and too consistently so Niantic thinks we are bots and we are locked out for 4 days to twiddle our thumbs. Really a problem when the event only goes on for 10 days.
You're wrong. I take 3-5 minutes per nomination, so there's something else going on.

You guys are facing cool down issues and we are facing issues with nomination in que who's not upgrading with a message "Unable to upgrade"
Agreed. I just got my third since the event began and was super slow and careful. All I can think is they noticed I spent 2 hours at once reviewing instead of a bit here and there spaced out.
@NianticCasey-ING @NianticPooja I have been Reviewing from the time the event started and I got no 24 hours or 4 hour cooldowns, but then Today I received this and the event ends in 3 days I want to review more, what can be done.
