Should we still review submissions more generously in sparse areas?

I came across something today that was sort of marginal as to whether I should accept or reject it. As I was contemplating my options and flipping a coin I opened the intel map and noticed that there was nothing else for a few kilometers in any direction. I remembered that there used to be guidance about about reviewing more generously in sparse areas. Since the purpose of this exercise is to help populate underserved areas in India I decided that the coin came up heads.

Is it still the case that we should be slightly more lenient when reviewing things in sparse areas?

    I remember those rules. But did they ever got refreshed? I would still be a bit more friendly in such areas but not with ineligible stuff, more like eligible stuff with a bad overall quality (picture has a bad focus, title/description is not good or has spelling mistakes) to give them a higher chance of getting portalized.
