A nomination that adjusts for cells
A friend came across this nomination which is purposely misplaced and even asks to be not moved to correct location which I believe is in-front of the water tower.
Maybe this is the beginning of a series of abuse or in continuation of an existing one.

Place the pin correctly for the nomination. The submitter should not be trying to game the system.
Assuming that the nomination is eligible for other requirements, you can either edit the location to the correct place (as mentioned by @PkmnTrainerJ-ING) or reject the nomination for Abuse: Supporting Information attempts to influence reviewer.

Reject for abuse in this case as the misplaced pin is deliberate and the submitter is asking reviewers to go along with it. Moving the pin to the correct place will not always guarentee it ends up there, I've seen stops go live where I've requested a pin move and the stop stayed where it was.

So, if one moves the pin and it still gets accepted at the location it was originally submitted then it's a positive reinforcement for the submitter.
And if one rejects it and the community supports it then again reinforcement for the submitter and a disagreement for the one rejecting it.
Pile up nominations like this and one would end up poor/fair rating.
Agreed. I'm still bitter about a nomination for a church in a small town where the pin was placed on a house nearly a quarter mile away. Street view didn't exist and I couldn't find the church online. I finally found it by marching the roof line. I still rejected it and one of my friends did, too. I also reported it with the (ineffective) abuse form. It ended up being accepted accepted - at the wrong place.

You would have to have hope that other people are reviewing properly. Asking for reviewers to not move the pin that incorrectly positioned is abuse. Usually if its flagged as abuse id hope niantic takes a look into it. Eventually if the same nominator is found trying to abuse the system they may get banned from submitting all together
I would reject this either for abuse since it attempts to influance the reviewer or do to location mis-match since they unambigiously admited that they purposely mislocated the nomination to game the system.
I feel that if I reject these they'll just keep trying untill it gets accepted since nothing really happens to their account.
If you fix the location instead, and it gets accepted in the correct place they're not going to be able to try again because it would most likely end up being rejected as a duplicate of the now correct positioned waypoint.
I'd reject it as abuse, as it's not an accidental misplace. I really wish Niantic would monitor submissions more carefully and review these sorts of subs themselves, maybe then they'd see how much of a problem it is.
I just feel like the form is ineffective. We don't even know if they even look into it unless someone makes a post here and it's escalated to the team. There could atleast be an acknowledgement after they have taken action like they now share in this forum.
True, that's why pointing it here. They might be just beginning and checking whether they can get away with this or not.
Like @sogNinjaman-ING pointed, moving pin doesn't always guarantee that it's moved. I'm wondering if those supporting this may even move it opposite to the correct location to counter the move.
That's why bringing it up here in hope that maybe they can stop it before someone gets a disagreement.

I've had a sharp uptick in abusive Location Edits lately, of the old-style description & location combination, with one of the descriptions reading "please choose the location closest to the road as it will allow another object to be added to the cell" and the proposed location moving away from the actual POI. I've used the Report Abuse form for every single one as they are attempting to degrade the integrity of the database. I certainly hope that these abuse reports are reviewed immediately and that my reviewer record is not adversely affected if those intentional manipulations are accepted by other reviewers. I wish we'd get feedback on those abuse reports like I see posted on this forum. Nothing too specific, just a simple "yep that's abuse, we're on it" or "no, that edit is fine".
I think that Niantic should abandon the 1 stop in cell (or make it level 18) and find out different fixes (say like in ingress when there is a cluster and you click it it will let you choose between them)

I've done some reviewing today (currently nominations in my area are NOT going through unless upgraded, so I need about 1400 agreements to get my own candidates through) and once again have had to file a fistful of abuse reports due to abusive location edits. Regardless of what one feels about cell spacing, those concerns have no place in Wayfarer reviews: they are part of overall game design and restrictions placed by outside companies, not reviews or the POI database. @NianticCasey-ING @NianticGiffard or someone, please please reassure me that these abuse reports are reviewed quickly and will not adversely impact my Wayfarer rating if others accept the location "suggestions" contained in these edits (Generally "move the pin to a certain location so we can get another stop in that cell"). Upgrades are critical to my quest to add quality waypoints to the database, but my enthusiasm for reviewing has greatly declined since I've been seeing more and more abusive, ineligible, or spurious submissions. I fervently hope that I do not have to paste every example into threads such as these to get some Niantic involvement, and that the in-line abuse reports are actionable.
