Doesn't meet criteria as long as you can prove that this is a local hotspot.
Did you get only one rejection criteria or more? You shouldn't focus only on one rejection criteria, some might been choosen by mistake or misclick. But as LukeAllStars-PGO wrote, it's not really eligible. If it's a real local hotspot and you can prove it is one, then it might have a chance, but without it's just not eligible.
Maybe close to it is something better you can nominate?

Its a butchers, why would this be anything other than a dime a dozen shop you find anywhere
