I don't understand how a nomination can be determined "not a permanent display" if it is a sign that is cemented to the ground AND also shows up on old Google maps photos?

Doesn't meet criteria as long as you can prove that this is a local hotspot.
Did you get only one rejection criteria or more? You shouldn't focus only on one rejection criteria, some might been choosen by mistake or misclick. But as LukeAllStars-PGO wrote, it's not really eligible. If it's a real local hotspot and you can prove it is one, then it might have a chance, but without it's just not eligible.
Maybe close to it is something better you can nominate?
Without anythingthat makes this butcher shop unique this wouldnt be eligible
To answer the title of this thread directly, what you're missing is a good quality candidate.
Its a butchers, why would this be anything other than a dime a dozen shop you find anywhere
What are you missing? Any evidence or other indication that this meets a single eligibility criterion.
