Sponsored Gyms affecting Gym generation on S2 14 Cells

I noticed a couple of months ago in one of the s2 14 cells on my city when a new stop appeared the total count of POIs were 6 the 2nd gym should have been generated but since on that cell there is a sponsored 7/11 gym (the green cross) the expected 2nd gym was not created.

Note: The sponsored gym is right next to the marked gym

Supposedly sponsored stops/gyms should not affect the count used on the sync of the map but not sure if this is still applicable or is a real bug.

Niantic doesn't aknowledge the S2 cell system and any rules fans might associate with it as how gyms in pokemon go are generated, so this isn't a bug to them they consider needs fixing.

Have any of the stops in the area been moved with location edits? Niantic has implemented some anti-abuse measured to prevent edit abuse to try and gain more stops/gyms than they want in small areas. Could be effecting how gyms are spawned.

I know there are no specific rules regarding the logic behind the gym generation system, but is kinda weird the system uses those counts and cell rules 🤷‍♂️

And as far as I know, there have not been any Edit locations from the pois on those sectors.
