Picnic Area's - Legit locations or no?

Our band of local submitters have had several picnic area's rejected recently. The latest was a Picnic Pavilion at a local shopping center. Several metal picnic tables and benches, with a wooden structure surrounding it outside a large shopping area. Rejection reason was "Does not meet acceptance criteria" .
Oddly enough there is another Picnic Pavilion on the far side of the shopping plaza that looks nearly identical and its been a wayspot for months.
This was the third location similar to this voted down in the last month. I'm curious what the masses think of Picnic areas in public spaces? (and I don't mean one random wooden picnic table). Are folks voting these down recently or did we get unlucky?

I've successfully submitted even smaller single-picnic-table under a pavilion/pagoda. Some took multiple tries, given that the rejection reasons were incorrectly flagged as "private property" while situated at a business, but meh. We've all been there.
My submissions for those always stressed the shelter-ness of the submission (ie. the pagoda), not the picnic-ness of the location.
I think we called this "Picnic Pavilion at MB". but again it was the third rejected in the last month.
Try backing up for the main photo, and get a picture of the entire Pergola structure. Call it "MB Picnic Pergola". (or whatever the shopping center's name is Picnic Pergola). Generic tables/benches generally aren't eligible, but a pergola has a much better chance at getting approved.
The pergolas give the appearance of permanence, which is one of the concerns I usually have with picnic table nominations. Including the pergola as suggested above helps prove it is a permanent and intended as a gathering location. I've submitted and had approved several similar POI. I describe it as a social gathering location in the Supporting info.
I have been hesitant about a couple of random tables not part of a shelter. Yours is one I would definitely approve, but I would take more of the pergola in the next picture. However, one I recently 1* showed up in our local showcase. It was 2 uncovered tables outside an already separately approved neighborhood clubhouse and pool.
