Additional information: The two portals are on the premises of the DLR (German Aerospace Center). It is a research center of the Federal Republic of Germany and accordingly highly securely sealed off and not publicly accessible.

Appeal Denied - Thanks for the appeal, Agent. We took another look at the Portal in question and decided that it does not meet our criteria for removal at this time

No, it just means these POIs do not meet the criteria for removal. These are examples of POIs with restricted acces, but restricted acces never was reason for removal. If only one person can acces them, they're eligible. Workers of this place can acces them, so they're good POIs.
