Hello,
While these may be technically allowable (I haven't checked), can Niantic do the right thing and clarify in an AMA that they are not allowable and should not be nominated and make them disallowed locations in Wayfarer? I feel like it's a moral duty.

Your filter takes out the word home less, but I suppose we can apply it to all sorts of shelters with those asterisks. Domestic violence ones should also be disallowed.
These places are already not inherently eligible. The only way they would be is if the building was historic/culturally significant or archetecturally distinct in some way. Heck, you might be able to argue that these shelters count as emergency services like hospitals as extra reason why they are not eligible.
Anyone telling you these places are eligible on their own is wrong.
Also, while some shelters have dedicated facilities, many crisis shelters set up during emergencies or natural disasters are temporary in nature, and are deployed in areas only when needed. They may remain open for a few days, a week, or maybe even months, but they are typically placed in existing buildings. Earlier this year, for example, I got a week off of work because one of our schools was being used as a Red Cross shelter during a flood.
