Are you nominating the sign (X) or the archeological area (O)?
I don't think the sign itself is elegible, as it's located quite far away from the archeological area to be a good anchor for it and on its own is just a generic traffic sign.
I think those reviewers selecting "Inappropriate location" as rejection reason are really trying to say that the location is ineligible.
It looks like a direction sign "to" a POI, not the POI itself. If just a direction sign it is ineligible.
