Unable to Upgrade a nomination which is stuck in voting from January 2021

Hi,
I have submitted bunch of nominations on 11th January 2021. Except 1 nomination, for all other nominations I got accept/reject email.
The remaining 1 nomination is stuck in voting since last week of January. Now when I'm trying to 'Upgrade Next' this nomination, getting error "Unable to upgrade."
Even after recent India Wayfarer challenge this nomination is stuck in voting.
