Wayspot evaluations in non-existent StreetView locations

Hi, I don't know if this was discussed before, but when I was doing the reviews, I came up with a question:
How should we behave about evaluating the wayspot location in some places that don't have street-view? Several small populations in Mexico are rural and abandoned, therefore there's no street-view and when wayspots are proposed to be uploaded, I'm doubtful about whether I should accept them trusting they're telling the truth, or if I should give 3 stars for a possible-but-hidden-location. That's because when they upload photos for wayspot and for supplementary information, there's not point of comparison.

I am from Germany, there is no street view in almost all of the areas of Germany, only in the biggest cities. You can vote 3* on the location when the object is likely to exist. Otherwise, skip or vote for mismatched when you think that the submitted location is wrong.

in this case it's about reviewing, not submitting as far as I understood.
In areas that have no GSV I try to see if I can identify the PoI or buildings in the picture looking at the satellite map. If I can clearly identify them I rate 5*. If I think they may be there but I'm not 100% certain, I rate 3*. If I think it's unlikely, 1*, particularly if the location look like a home. I never regret those rejections. It's the nominator who has to provide with convincing evidence.

This is why decent support images matter. I'm fine with not seeing a more recent thing on GSV, as long as I can link all its surroundings to be confident the spot is actually there. This goes for 'out of date GSV imagery' as well as when connecting the dots to aerial imagery.
I've seen quality submissions that even reference how to orientate where it actually is in the supporting info.
Look for roofs. If you see houses/roofs on the photo, check if you find those roofs with the same color and orientation in the satellite image. If resolution of the sat image is good enough in Mexico, you can also verify the position of chimneys and Velux windows.
