I and others have made the complaint several times, but it is always ignored; are Pokéstops and Arenas there for the players or for the Killjoys who just want to take their fun away from everyone.
Here in Germany there are really people, e.g. parking the escape routes (contrary to the law) with the argument "I live here" for accept a shorter way to Home in accepting the eventual **** of others, and are you trust such people more than your players who pay your salary? In the Arena here (Grundstück Gemarkung: Opladen (4605), Flur: 8, Flurstück: 378), someone has claimed that he is the property owner, but you just believe this without evidence (or contrary to the evidence ) and also against the evidence that the arena is owned by the city!
Personally, I will not rest before the opinion of the 150+ players is appreciated and not just you "one" opinion of a single Killjoy! Please delete the Arena or convert it to a Pokéstop! We don't want an arena in which no raid fights take place!

Who cares if this is a Pokéstop or an Gym?! Nor does it care whether raids are taking place there. There will be reasons for that. The wayspot is legitimate and should stay on the network, everything else is irrelevant.
I've tried to understand your request, but I don't know if I'm interpreting it right.
Your request seems to be "Please delete the Arena or convert it to a Pokéstop!"
So I think that this is a Gym and you want it downgraded to a Pokéstop or removed. But that doesn't make sense to me, people want more gyms, not less.
You also mention that "someone has claimed that he is the property owner" and that can be a trick in order to request the removal of a Wayspot, and you oppose that statement, so I don't know what to think. If they want the Gym removed and you also want the gym removed it seems that you should agree that situation, but that's not the way that I understand your words.
Could you please state only the facts and/or add the request in your original language so other people can verify the translation?

I had to read the **** several times to understand what the guy actually wanted. I suspect he wants to say the following: "Someone who claims to be the owner has complained and that's why there is no more raid on the Gym" - but he does not want to accept that and now wants to get rid of the Gym. In the end, kindergarten ...
Oh, I see. That would be similar to the situation of a Church that someone else posted recently.
But it might be true that the owner of the building (be it the town hall or any society) has requested the removal of raids from that Gym, I don't think that any player would do that to annoy others. The usual pattern is to request the removal of a Gym to get a new one in a place that they prefer, not just disabling raids.
In the end only Niantic knows why that Gym doesn't have raids.
