POI accepted before being upgraded

Today one of my candidates was accepted, which is good, but it was tagged as "upgrade next" so looks like i'm going to "misuse" one upgrade, which is bad!
So as fas i can see, when this POI reach the agreements to be upgrade, will upgrade an ALREADY ACCEPTED candidate!
My logic says that i should be able to select another POI as "upgrade next" because the candidate was already accepted, right?

Yes, this is a bug in Wayfarer.
