withdrawing an upgrade next nomination still in queue

I put in an ice rink and it was declined because of the picture, I put it in again and upgraded it but was still concerned about the picture so I put it in again and I want to withdraw the 2nd one that I upgraded. it's still in queue. can I take off the upgrade or withdraw it?

you cant withdraw a nomination that is marked as "upgrade next", you need to upgrade it and then you could in theory withdraw it.
