I was not aware of curbside Memorial plaques especially beside Hydro boxes. I have not checked the spot out yet, but what would you rate this if it does exist

What's the description and supporting statement like?
If they explain how the honored person was a valuable/distinct member of the local community, I would rate it high.
If not, I probably wouldn't rate it higher the 2 stars.
