Soometimes you do have to wonder at a submission.
For this one, I can't decide if the person submitting this nomination has either a) has not read the guidelines and understood the guidelines at all or b) has read the guidelines and understands them and just wants to waste my time and that of the others who have to review this.

They probably did not read the guidelines, and work at the hospital. I've met a lot of people that submitted without reading the guidelines, and submit whatever they think can get them a pokestop near their work or home. Most people, when you explain the guidelines, understand and correct their submitting habits. I do wish Niantic would make people read something or checkbox some kind of ToS before letting people submit.
This is why it should exist some checkboxes before submmiting. to make the submmiter read the guidelines..

If this rejection reason is in the rejection email, the submitter will certainly understand the rejection.
True, but the question was: "Why was this submitted in the first place?"
Ignorance. Trying despite knowing better, hoping this is the odd one that slips through by others equally unaware.
We can't have the answer unless this person came here and post a topic. (i doubt of that because a very few players came on this forum)
