Can Niantic delete wrong photos?

I sent a few requests and Niantic said that photo will be deleted but it still exists

I made a few discussions here but Niantic didn't even answer

Yes, they can, but as you've noted many times they say that the photos have been removed and people report back stating that they stay in the game.
