Who reads the additional comments a reviewer can add during the review process?

As the title suggests really.
In many of my reviews, whether I approve or reject (probably more for ones that I reject) I usually add in some additional comments in the free text boxes. The text could be simple suggestions around typos or more in depth, adding extra context around a reason for rejection and so on.
However, I can't think who would actually see this content, and when.
Is it the nominator, other reviewers, Niantic, or a combination. Furthermore, when would they see it? I don't think I have seen any additions made by other reviewers so I feel that perhaps it is seen only on appeal.

It is true. Nobody does. I have written in comments about portal nominations being taken on computer screens, things in people's houses, a wayspot named after somebody that Niantic ABSOLUTELY NEEDS to reject or address... aaaaaand they go live anyway.
They are useless.
If the wayspot is accepted, then reported as invalid, Niantic might read thru its nomination comments.
If a nominator is reported for abuse, Niantic might read thru other nominations they've made.
If you (as a reviewer) are reported as abusing, Niantic could read thru your past reviews.
But more immediately, it could prevent you from being flagged for reviewing too quickly, or reviewing too many the same.
It's been said in the past that Niantic staff may read them if there are questions about the submission's eligibility.
In practice, though: nobody reads them.
