Badge update

My Recon and Wayfarer Agreement badge will not update in either Ingress or Pokemon Go.
Ingress is at 525 and Pogo is at 308.
But i have 1582 wayfarer agreements.
How is this possible?

Your agreements only count when you are in "good" or "great".
There were events where the ING badge has a x2 Booster. This is why the badges are different.
