Street view was taken before the utility box was painted, but key features can be matched up, including the two houses behind the box and the **** with pink flowers separating the two properties.

Appeal Accepted - Thanks for the appeal, Agent. Based on the evidence provided, we’ve moved the Portal to the correct location.However we've retired the Portal as it does meet our acceptance criteria.
@NianticGiffard The portal which I previously reported on has been recreated (by someone else) after you retired it. It is now in the correct location, but has two pending edits to move it to the wrong location so that it will turn into a Pokestop.
I don't know if Niantic will decide to retire this portal again, but at the very least a consequence should be given to the person trying to manipulate the gameboard by moving the POI away from the true location.
