Can't Withdraw an Upgrade Next Submission

I had already marked an "upgrade next" and noticed that someone else submitted the same POI and had it approved yesterday so I attempted to "Withdraw" my submission, but it errors with an "Unable to withdraw" message. Which means my next upgrade is forced to be spent on a duplicate which provides a real disincentive to review and obtain upgrades.

This is not a Bug, its actually Working as intended. It is a quite strange "rule" but you cant withdraw the nomination you marked as "Upgrade next" until you recieved the Upgrade.
