I don't think Niantic will remove old/outdated images of a Wayspot. So far, they only removed photos that are not related in any way the Wayspot, contain identifiable people or items, contain identifiable license plates, or violate the image policies in some other form.
Problem is, if the old photos have the highest number of votes the portal or pokestop will always show a wrong image. I don't think this is desirable. Best solution is to remove old photo's that no longer reflect the actual situation.
Save portal history and get more votes on the current painting.
