This applicant wrote in the supplementary explanation that it was the reviewer's ignorance that caused him to be Rejected three times.The applicant claims that anything similar to this application is a pokestop and is appropriate, and urges us to approve it because it is a place for interaction.

This sentence seems to argue that because it was Rejected three times, it should be approved!

Complaining in the submission is not going to help him in any way. In fact, passive reviewers are probably going to reject out of spite. That said, based on the title alone it sounds eligible.
First thing, insulting the reviewers won’t promote his/her cause.
Second, trying to influence the reviewer is forbidden.
Like calling names will convince the reviewers?
