Two different locations for nomination location

In the photo, the map shows it at the correct location, Bandon Oregon park.
Then the Google maps image shows it in the ocean, just off the coast less than half a mile west of where the correct tagged location is

That is because the map view is picking up the closest streetview image to the location marked. The closest streetview image happens to be a misplaced photosphere, to get rid of it you will need to report it to Google.
When it starts getting reviewed, will reviewers see the ocean, or the correct location?
They will seen both.
From the waypoint map where they check for duplicates they should be able to easily see that the location marked is not on the beach like the initial streetview suggests.
Then they can easily exit out of the misplaced photosphere and choose a better location for streetview images.
As @Hikaru588-ING has mentioned, this is a Google problem and will need to be resolved by them. You can report the misplace photosphere by clicking on "View on Google Maps" in the StreetView, then clicking on the three dots in the top left panel of the Google Maps view. From there, you can click "Report a Problem" and choose "Not a photo of the place" to make your report.
If it is not yet in voting, I would also suggest adding a comment like this to your nomination's supporting information in Wayfarer: "Default StreetView may be misplaced; I recommend backing out and looking at the overhead view if this is the case." That way if Google doesn't end up removing the photosphere or just takes a while to do so, you're acknowledging a potential issue the reviewers may face.
