I have a stop that got approved at baxter part for the pickle ball court but nothing was placed there. I also have one that has been on hold for a while now..

What exactly is your message? Are you missing a PokeStop which got accepted? If yes, maybe post the location of the missing PokeStop. Honestly, with the current information given, nobody can really help you.
Could very well be that there already was a stop in the cell, which is why it could be a Portal, but no Stop. But without locations we can't be certain
