Hello, I would like to ask how long the average waiting time takes for your requests to receive an answer. I do this because I have noticed that in my city (one year ago) you received a response in about a week and nowadays the proposals take between 3 to 6 months to receive a response. So I want to get an idea of the average waiting time in different areas, if you have noticed that it has increased or decreased over time, I propose to put it as follows.
City: Palma de Mallorca
Waiting time 1 year ago: 5 to 7 days
Current wait time: 3 to 6 months

the "in voting time" is dependent on the number of portals within the L9 cells.
The more portals, the slower. And that makes sense with your information, one year ago you had less portals than now, so it makes sense that it takes longer.

Pokemon Go players were added on the following dates. LVL 40s March 2020, LVL 39 May 2020, LVL 38 June 2020. There were huge spikes in new nominations and new reviewers soon after these dates. Now that we're over a year later its a much more sustained activity level and will be a more consistent feedback time on new nominations.
Comparing April this year to April last year is flawed and will lead to unrealistic expectations.
The relative in voting time is influenced by several factors;
interesting to be so sure about the other details (looks more like assumptions). i only talked about L9 cells because there is some "smoke" about that.
neverthless, truly interesting.
Where I'm at, last August...a week. Now...two months. A few weeks ago I went to the coast, 70 miles west. BAM!! I'm getting them approved in a little over a week!!! Apparently there's no nominatins in the ocean!!
I just received an answer yesterday (refusal) for a nomination made on September 15th. I am in Montreal. I am wondering what is considered a 'acceptable time' by Niantic to get an answer (without using upgrade)?
In Quebec city, it takes about 2 months without an upgrade. But I believe it takes more than that downtown
