Is this a eligible nomination I’m pretty new and wondering if I can do anything to make it better

My first reaction as a reviewer would be that this is temporary and not eligible, but when I got to the street view showing it had been there for years, I might reconsider.
If you submit again, do not use your supporting information to say why this makes a good poke stop. Niantic has several games and a lot of folks don't care about poke stops. For a Wayspot, it needs to meet at least one of the criteria of encouraging exercise, exploration, or being social, and that is what your supporting information should address.
Your mistake leaving out the word "hat" in the description did not help. If you can come up with something cute, that might sell it to reviewers. I am not good at that but maybe "Dancing figure along Regent Road Bridge"
Supporting information should be something like "Meets criteria for exploration. Permanent art visible on Street View. Accessible from sidewalk."
IF there is ANY documentation that this is well known locally, include a link to it in the supporting information.
I have seen graffiti be accepted, but I doubt this will go through.

But it’s been there years for as long as I can remember and it’s on google maps dose this not make a difference?
Unfortunately, no. I don't see this meeting any eligibility criteria. If it were a nice mural then yes, but this is just some scribbling on a wall.

Its random graffiti. Its ineligible. And stating that it “meets criteria” when it clearly doesn’t is laughable lol
